The United States and Russia Agree To Stop The Hostilities On Syria




Below are the official terms for the cessation of hostilities in Syria, as agreed on Monday by the United States and Russia, as co-chairs of the International Syria Support Group:




The US and Russia have agreed on a "cessation of hostilities" between the Syrian government and groups fighting it in a deal that excludes the Islamic State of Iraq and the Levant (ISIL) group and the al-Nusra Front.

The agreement on Monday called on all sides to sign up to the agreement by midday on February 26 and to stop fighting by midnight.

ISIL and the al-Nusra Front were not included because they are listed as terrorist groups by the UN Security Council.

To stop the attacks with any weapons, including rockets and mortars, anti-tank guided missiles against the armed forces of the Syrian Arab Republic, and any associated forces.
    
Refrain from possessing or seeking to acquire land from the other parties to the cease-fire;
    
To allow humanitarian agencies, fast and secure access, unimpeded and sustained across the areas under the control of the operational areas, and allow the introduction of urgent humanitarian assistance to reach all those in need.
    
Disproportionate use of force (ie no more than required to meet the immediate threat) if and when the response in the case of self-defense.

Paragraph 2. commitments mentioned above will be observed by the armed opposition groups, it provided that the armed forces of the Syrian Arab Republic, and all the forces that support or linked with the armed forces of the Syrian Arab Republic and confirmed that the Russian Federation as co for President ISSG no later than 12 pm: 00 (Damascus time) on February 26, 2016 for their commitment and acceptance of the following conditions:

    Refrain from possessing or seeking to acquire land from the other parties to the cease-fire;
  •     To allow humanitarian agencies, and quick access, unimpeded and sustained across the areas under the control of the operational areas, and allow the introduction of urgent humanitarian assistance to reach all those in need.

The Russian Federation and the United States, also co-chaired the ISSG and ISSG ceasefire Task Force, are willing to work together to ensure effective communication and developing the necessary measures to prevent the parties involved in the cessation of hostilities from being attacked by the Russian armed forces, the US-led anti-ISIL coalition armed forces of the Syrian government and other forces supporting them, and other parties to cease hostilities.

All parties commit further work for the early release of the detainees, especially women and children.

"The United States and the Russian Federation together call upon all Syrian parties regional states and others in the international community to support the immediate cessation of violence and bloodshed in Syria" the statement said.

UN Secretary-General Ban Ki-moon welcomed the deal and said he hoped the move would be the first step towards an enduring ceasefire.

The development could pave the way for further talks and a ceasefire between the rebels and some of Assad's government.

He said the island bays "peace talks that collapsed last month in Geneva can reconvene in about seven days, diplomats tell me if it continues this stop - - This is a very big if."

Russian Influence

Said leading political analyst Marwan Bishara, Al Jazeera said the move reflects a determination on the part of the Russians and the United States to impose change on the ground in Syria.

Bishara said, "there is now the part of the Russians and the Americans to go ahead with this ... I think Americans are fed perfectly even when they are, in fact I want something a few weeks."
